The ANSI/TIA-942 Standard, Telecommunications Infrastructure Standard for Data Centers, tests on a regular basis the process of design and reconstruction of such venues so that the functions carried out meet certain quality parameters. The TIER classification, created by the Uptime Institute, allows one to know the degrees of availability of the data center. To date there are four categories, for the redundancy levels, size and response times, among other parameters:

• Level I: Basic infrastructure and availability of 99.671%.

• Level II: Infrastructure with redundant components and availability of 99.741%.

• Level III: Infrastructure with simultaneous maintenance and availability of 99.982%.

• Level IV: Infrastructure tolerant to failures and availability of 99.995%.

The Tier IV is the most demanding classification. It has a double source of independent power supplies for every server; besides, it also is modular, so it allows scalability. Each module, with one or several IT rooms, functions independently. Other modules can be added without interrupting the service and without affecting the existing modules. Cooling is done by means of air circulation in the mezzanine where the power wiring is installed. This cooling is carried out by mixing the heat power of the outside air with the inside air in order to save energy. On the other hand, its energy efficiency reaches levels of 1,2 – 1,4 (in theory, it must be 1), so the operation and maintenance costs are reduced.

The debate on the Tier classification still goes on. One of the arguments is the fact that it is used to promote capacities without an official certification in most cases. Only a few centers all across the world have been reported to have an Uptime Institute certificate. On the other hand, many specialists consider this classification inflexible for it is too closed.

It is certain that, by being pragmatic, the quality of the components of a data center are not only measured by Tiers, subjective factors also exist such as the stamp of a manufacturer, user experience, and proven functionality of a technology.
